The Mayer competencies allowed trainers to pitch the level of performance.

Very basically:

• level 1 requires operatives to demonstrate an ability to undertake activities.
• level 2 requires operatives to demonstrate an ability to manage activities.
• level 3 requires operatives to demonstrate an ability to evaluate and reshape processes.
